The Structure of the Assembly 

 

Congress of the Assembly of NGOs is the superior body of the Assembly. It is held once in 2 years. Representatives of all member organizations of the Assembly participate in it. At the Congress the Strategic Plan of the Assembly is being approved and other important decisions being taken.  Participants of the Congress discuss and approve Assembly’s Statute and introduce changes into it; elect the members of the Working Group (the main governing body of the Assembly in between Congresses). The Congress receives declarations, statements and other documents on behalf of the Assembly; it receives and approves the reports from the Head of the Working Group and from the Head of the Audit Committee. 

Working Group (WG) of the Assembly of NGOs is the governing body of the Assembly, which operates between the Congresses, ensuring implementation of the decisions made at Congresses. WG members are being elected at Congresses from among the representatives of member organizations of the Assembly, who had been previously elected at thematic and regional round tables. WG shall elect a Chairman and Vice-Chairperson(s) from among the members of WG. Currently WG includes 39 people.  
WG approves programs and plans in the frames of the Strategic Plan of the Assembly. It decides on questions of membership of organizations in the Assembly in accordance with the Regulations of Membership in the Assembly. WG gathers once in 2-3 months.
 

The Governing Board of the Working Group of the Assembly is a body that coordinates the work of all other structures of the Assembly, represents its interests and approves its projects. The Governing Board consists of the Head of the Working Group, Vice-Chairpersons and the Head of the Executive Bureau of the Assembly. Chairman of the Board is simultaneously being the Head of the Working Group. The Governing Board works in between the sessions of the Working Groups, gathering once in 2 weeks.

 
The Executive Bureau of the Assembly of NGOs – is the permanent executive body of the Assembly. It ensures the implementation of decisions of the Governing Board and of the Working Group, as well as helps in planning the work of other structural units of the Assembly of NGOs. Its key functions are the following:

  • Informational support of all member organizations of the Assembly;
  • Technical support of the Assembly and organization of Congresses and meetings of the Working Group of the Assembly of NGOs;
  • Making and updating the database of the members of the Assembly;
  • Providing members of the Assembly with legal help and consultations;
  • Organizing and carrying out activities in compliance with the Working Plan of the Assembly;
  • Cooperation with mass media in order to inform the public about the initiatives and activities of the Assembly of NGOs and its members;
  • Maintaining communication with foreign partners.
