VISION OF THE ASSEMBLY DEVELOPMENT
As a result of our work we see the developed third sector of Belarus, where the Assembly serves as a mechanism of the promotion of NGOs interests. The Assembly is an authority association of NGOs and public initiatives, that promotes the development of a democratic lawful state and influences the changes in the community. The membership in the Assembly is prestigious and useful.
The Assembly is an open for co-operation platform with a stable mechanism of information exchange. It has strong regional cotacts. Each member of the Assembly can find appropriate partners for work.
The Assembly promotes the development of NGOs, creates favorable conditions for inculcation of qualitative standards of their work. The results of this work are constantly analyzed and evaluated.
The Assembly is a formalized structured association, it has its normative documents, which are recognized by all members of the Assembly. The rules of interrelations between members of the Assembly are regulated, there work clearly stated procedures of decision-making and adoption of documents on behalf of the association.
MISSION
The Assembly of NGOs is a voluntary association of public associations and initiatives, which freely choose different forms of organizational interaction, based on the principles of equality and independence, and designate democracy and independence of Belarus as their values. These principles are consolidated in statute and program documents of organizations – members of the Assembly.
Mission
The Assembly promotes the development of the organizations-members of the Assembly and the formation of the civic society in Belarus.
The activities of the Assembly aim at registered and non-registered organizations and public initiatives which form part of the Assembly. The Assembly also works with other public associations that are not its members.
In our understanding the public initiative is a permanent organ, which has a permanent structure that is partially formalized.
The Assembly also works with NGOs – not members of the Assembly, registered and non-registered organizations and public initiatives.
The Assembly also supports initiative groups, which do not have some particular structure; however, they intend to realize certain goals.
Organizational principles of the Assembly:
- Voluntary participation and independence of the organizations-members of the Assembly;
- Non-interference in internal affairs of the organizations-members of the Assembly;
- Equal in rights representation of the organizations-members of the Assembly in its structures;
- Democtratic procedures of decision-making;
- Solidarity and cooperation of the members of the Assembly in achieving one common goal.
STRATEGIC DIRECTIONS, GOALS AND OBJECTIVES
I. Promotion of interests by means of cooperative activities
Goal:
To create effective mechanisms of the promotion of NGO interests
Objectives:
* To involve the maximum number of organizations in realization of solidary activities and promote the creation and expansion of target coalitions;
* To improve the system of collective defense of NGOs by means of strengthening the legal services on the basis of organizations-members of the Assembly.
* To assist in systematic work of NGOs, this aims at the improvement of national legal system (the issues of registration, juridical address, social orders, etc.) and the defense of NGOs interests in court system;
* To improve mechanisms of the promotion of interests of Belarusian NGOs at the international level;
* To establish contacts with people, that influence the process of decision-making (deputies, businessmen, journalists, authoritative persons).
II. Improvement of forms and methods of communication between members of the assembly and the population.
Goals:
1. To improve the image of NGOs in the society.
Objectives:
* To improve the system of informing the members of the Assembly on the issues, connected with the promotion of NGOs interests (through the magazine “The Assembly”, site, Forum, meetings, etc.);
* To conduct a yearly analysis of the image of NGOs in the society;
* To promote the organizational work aimed at preparation of those NGO activists, which are specialized in public relations;
* To work out and approve the models of civil and information campaigns at the national and regional levels;
* To introduce the system of consultations and expertise in image activities of NGOs (advertising, PR, publishing activities, etc.);
* Preparation and conduction of Forums.
2. To create conditions for the organizational development of the members of the Assembly.
Objectives:
* To conduct research of the sphere of consultants on organizational development; NGOs dealing with organizational development; experts that analyze processes of third sector development.
* To create common informational space, to establish regular communication between specialists in the fields of organizational development and NGOs who work in Belarus, study the organizational development culture and apply its norms into their practical activities.
* To conduct monitoring of interests and demands of NGOs in organizational development as well as monitoring of Belarusan NGOs’ experience and buildups in the sphere of organizational development.
* To secure promotion of organizational development culture through popularization of such work experience in NGOs.
* To secure functioning of informational and methodical base on organizational development of NGOs open to all Assembly members.
3. To expand the presence of NGOs in the sources of information.
Objectives:
* To work constantly with journalists and editors of mass media;
* To increase the audience of the site and to get a constant feedback from them;
* To increase the number of readers of the magazine “The Assembly”;
* To improve the press-service of the Executive Bureau and to establish coordination between press-services of the members of the Assembly.
4. To make common the discussions of problems real for NGOs and the society and to seek the ways for their resolution.
Objectives:
* To work constantly at the collection of information about the forms of work with target groups; to seek the most effective ways of communication;
* To regulate the mechanism of the use of experts’ data base on different social and economic issues;
* To create conditions for the realization of public discussions of problems by members of the Assembly.
III. Monitoring, analysis and evaluation of the public sector work
Goal: To provide a systematic receipt of analytical information about the third sector in general and about organizations-members of the Assembly in particular in order to increase their effectiveness.
Objectives:
* To conduct a yearly monitoring and analysis of problems and needs of NGOs – members of the Assembly;
* To provide a constant work of the system of monitoring, analysis and evaluation of the work of the public sector.
