Horki authorities fine activists of “5+” coalition and give advice to them

Horki district administration commission sentenced Mr.Dziamjan Frankouski, the activist of local “Club of voters”, to a fine for distribution of People’s coalition “5+” leaflets. Commission members for quite a time couldn’t decide what was the activist’s guilt.
The administrative investigation was grounded on the complaint lodged by Mr.Markouski, Horki union of veterans chairman. He asked the police to investigate the activities of the local youngsters who were distributing informational materials of “5+”. Chairman of veterans’ organization showed several leaflets where the date line was missing. Apart from that, Mr.Markouski turned out to be very informed person telling the exact address of Dziamjan Frankouski, distribution campaign coordinator in Horki.
Not willing to hide his civilattitude, while speaking to the policeman, the member of local “Club of voters” admitted that the leaflets belonged to him. At the administrative commission he behaved in the same manner. The commission members couldn’t decide what was the guilt of Frankouski and couldn’t pass corresponding sentence.
In words of Dziamjan Frankouski, commission members, having read the leaflets, tried to charge him with“various crimes: some people thought that the leaflet contained anti-constitutional actions as negative information about the contract system “undermines the state system”, says Mr.Frankouski.
The discussion involved all thepresent and it went so far that chairman of the administrative commission began to give advice how to make leaflets and what should be written in them.
Finally, the commission sentenced the activist to a fine of 19000 Belarusan roubles according to part 3 of article 172 of the Code on Administrative offences (violation of procedure of printed production distribution). In Dziamjan Frankouski’s opinion, the decision on the fine was prepared in advance and at the meeting the commission members looked for an appropriate form for the verdict.
In spite of being fined, the “Club ofvoters” member is going to continue his activities and take part in the parliamentary campaign expected this fall.
